Read the chart as Steam concurrency
The chart measures players using this Steam app at the same time. It does not tell you how many distinct people play each day or how many players are on a particular realm.
For a transfer, start with the region and server
Read the current NCSOFT notice for your region and confirm the character, server and transfer window in your client. Check the eligibility of character, account and realm separately before buying anything.
